Development of a Strategic Plan for Provision of Head Start Services to Families in Alaska and Other Rural or Remote Areas |

WRMA was contracted by the Administration for Children and Families in the U.S. Department of Health and Human Services to create a strategic plan that focused on identifying and solving the problems related to providing Head Start services to children and families in Alaska and other remote areas of the United States. The American Indian Program Branch (AIPB) of Head Start, Federal and State agencies, and other related systems and organizations were charged with implementing the strategic plan.
The strategic plan was based upon the deliberations of a workgroup comprised of individuals selected by AIPB, as well as on a study of issues identified by project staff. The planning process included an assessment of the problems and gaps in service; identification of the organizations with the potential to impact services delivery; and the development of strategies to change, enhance, and expand the current systems of service delivery.
The resulting strategic plan identified two major issues to providing Head Start services 1) overlapping jurisdictions of Head Start Region, AIPB, and State Head Start and 2) Barriers to services created by community isolation due to climate, distance, or culture. Recommendations and potential strategies for resolving these issues were included in the plan. |
