Policy and Program Studies for the Administration of Children, Youth and Families
  In 1995, the Administration for Children and Families awarded WRMA a 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract under which the firm performed quick turn-around policy and program assessments and administrative studies. These assessments and studies were conducted for the programs administered by the Administration on Children, Youth and Families (ACYF) and its component divisions—the National Center on Child Abuse and Neglect, the Children's Bureau, the Family and Youth Services Bureau, and the Head Start Bureau.

The work performed by WRMA under this contract has impacted ACYF programs and constituencies in a number of different ways, including the formulation of national policies and priorities and national, regional, and local program administration. In addition, this work has affected future research, demonstration, and evaluation projects and initiatives; training and technical assistance planning; monitoring; and management information system data collection and analysis.

Over the course of this contract, WRMA conducted a cross-validation and comparison of the third National Incidence Study of Child Abuse and Neglect (NIS-3) and the National Child Abuse and Neglect Data System (NCANDS); developed strategies for providing quality services to Head Start Families in Alaska and other rural/remote areas; identified information regarding learning and parenting styles of, and the delivery of Head Start service to, American Indian children and their families; and developed a national reporting system for tracking State performance in achieving outcomes for child welfare.
