Application Development and Implementation of an
Illinois Statewide Automated Child Welfare Information System (SACWIS)

The current project to develop a Web-based Statewide Automated Child Welfare Information System (SACWIS) for the State of Illinois consists of two phases—Intake and Investigation and Follow-up Case Management. WRMA assisted in the preproject planning, bid process and throughout Phase I. WRMA continued on in Phase I and is integrally involved in Phase II.
WRMA staff brings vital child welfare program and SACWIS systems experience to the Illinois project. Under a sub-contract to American Management Systems, WRMA staff is involved in every aspect of this venture from project management to design, reporting and systems development to post implementation support.
WRMA also worked with Illinois in the development of their first child welfare system, the Children and Youth Client Information System (CYCIS). WRMA then worked with Illinois when the State participated in the national SACWIS Prototype model project. Cook County participated as a Prototype Development Site. Since that time, WRMA has conducted a Best Practices Integration Project for the State of Illinois to identify state-of-the-art programs and models for consideration by the Department of Children and Family Services (DCFS) for statewide implementation.
The Illinois SACWIS Project is expected to support 9,000 users including members of DCFS staff, caseworkers and administrators as well as Purchase of Services agencies that perform case management for Illinois under contract with DCFS.
