Supporting Partnership to Assure Ready Kids (SPARK), Evaluation Plan of Phase I

The W.K.Kellogg Foundation has selected WRMA as evaluator of the Supporting Partnership to Assure Ready Kids (SPARK) initiative. The overall objective of the evaluation is to observe the 12-month planning process of Phase I and to assist WKKF in tracking the progress of the eight grantees through monthly telephone calls, site-visits, partnership and planning surveys, and technical assistance. In addition, the evaluation will identify and address critical questions regarding the problems encountered by the grantees and the solutions that were implemented.
The SPARK initiative is founded on basic principles accepted as necessary for achieving school readiness. Underlying this initiative is the acknowledgement that in order to achieve readiness, families, schools, and communities must all play important roles. This initiative further recognizes that certain characteristics within communities contribute to positive changes in the environment. These characteristics include asset and resource scans, local planning and strategizing, training and leadership development. Phase I of this initiative has been targeted to enhance community-based collaboration and building of a strategic infrastructure to support early education and school readiness. Eight States were selected to receive planning grants from the W.K.Kellogg Foundation to enhance their current work in preparing children for school and preparing schools for children. |
