The Los Angeles County, Department of Children and Family Services (DCFS) contracted with WRMA to assist with the development and implementation of a strategic plan for the delivery of DCFS services and programs.
The areas of focus of the project included: - Facilitating the process, developing clear goals and priorities, and conducting interviews, focus groups, and case study evaluations of programs and services;
- Assisting DCFS management to develop strategies and action plans that successfully address priorities and identify options;
- Design and implementation of a strategic planning process that is both practical and realistic, and includes measurable outcomes; and
- Acting as a third party participant and reviewer of the process.
Deliverables prepared by WRMA for this project included a comprehensive synthesis of the literature and recent work related to Federal and State mandates with regard to child welfare process and structure, child welfare best practices, the development of child welfare outcomes and measures, and Federal child welfare funding streams. WRMA also had a major role in developing and presenting the action plans and strategies to the policy committee and Agency management and in finalizing the strategic plan. The plan was subsequently approved and disseminated to appropriate County staff and stakeholder representatives. |
