Evaluation of the Santa Clara County Family Conference Model Program |

California’s Santa Clara County Department of Family and Children’s Services (DFCS) contracted with WRMA to evaluate the Family Conference Model (FCM)—a method with the basic principle that families can be strengthened and empowered to make decisions for the safety and protection of their children when they are linked with community and government support systems.
The first evaluation component, a process evaluation, addressed issues regarding the development and implementation of FCM within a variety of different cultural communities. It included an assessment of family and case-related factors to determine their impact on the FCM process and its success. The systemic impact component examined the extent to which FCM impacted program practice within DFCS and other county agencies. The outcome component, addressed the extent to which the fundamental goal of preserving child safety was achieved as well as assessing the extent to which objectives regarding reduction in out-of-home placements and court involvement, with their related cost savings, were achieved. |
