A Long-Range Plan for Statewide Juvenile Justice Data Collection, Analysis and Dissemination in California |

The California Task Force to Review Juvenile Crime and the Juvenile Justice Response noted, in the publishing of its findings, that data collection, analysis and dissemination about the juvenile justice system was important to California because it ensured that limited resources would be spent on the most needed, most effective policies and services. However, juvenile justice policymaking in California was constrained because many recommendations and decisions were made based on dated statistics, isolated studies, research and statistics developed elsewhere, and opinion and beliefs that may be only partially shaped by valid information. To correct this problem, the Task Force decided that additional data were needed. A new system would be required to collect the data and to address the underlying assumptions of the juvenile justice system, be comprehensive in content and inclusive in scope, maintain adequate quality control, enable a variety of analyses, and provide appropriate information dissemination.
As a first step toward the development of such a system, the Task Force recommended that a group of experts in juvenile justice statistics representing all components of the juvenile justice system, be established to develop a long-range plan for juvenile justice data collection, analysis, and dissemination on a statewide ongoing basis. The National Council on Crime and Delinquency and WRMA were awarded the contract to assist the State of California in the development of this long-range plan. The scope of the project entailed juvenile justice data from the first contact of the juvenile with the justice system through waiver to adult court or commitment to and supervision by the Youth Authority. While juvenile justice data were the focal point of this project, consideration also was given to related data systems, such as: education, social services, and health that would aid in making statewide policy decisions about juveniles in the justice system. |
