Statewide Automated Child Welfare Information System (SACWIS), Development and Implementation
  WRMA work in this area started when the Administration for Children and Families, through its Office of Information Systems Management, Division of State Systems Approval contracted with WRMA and Mid-America Consulting Group to conduct the planning, design, development, and implementation of a national prototype Statewide Automated Child Welfare Information System (SACWIS). SACWIS was designed to enable States to comply with Congressional mandates as defined an amendment to Title IV-E of the Social Security Acot of 1986, which set reporting requirements for the States regarding children in foster care or adoption. SACWIS was intended to be a comprehensive child welfare information system that incorporates the entire spectrum of child welfare, family preservation, and family support services.

The overall goal of this project was the development of a national model child welfare information system that would incorporate state-of-the-art technology and methodology, would be capable of meeting all relevent Federal reporting requirements, and would assist the direct service worker in the provision of timely and effective child welfare services. The ability of the system to provide for interfaces with other systems, such as Title IV-A (AFDC), Title IV-D (Child Support Enforcement) and Title XIX (Medicaid) was also an objective of this effort. The project also included an extensive technical assistance effort that was aimed at providing assistance to all States in understanding the issues involved in child welfare information system design, development and implementation.

WRMA' s experience from this project, combined with their extensive knowledge and expertise in child welfare and information systems development, has lead to their contractual involvement in the development and implementation of SACWIS systems in South Dakota, Illinois, Louisiana and Maryland.
