Cost-Effectiveness Analysis of the State of Texas Title IV-E Demonstration Project |

The Texas Department of Protective and Regulatory Services awarded a contract to WRMA to analyze the cost effectiveness of the Texas title IV-E Demonstration project, which is a multiyear effort to improve adoption services in the State. Texas used title IV-E funds to develop and introduce a formal matching tool that is designed to better assess prospective adoptive families and better match adoptable children with potential families.
The State hopes that investing more resources at the beginning of the adoption process will reduce the number of adoptions that fail after initial placement, increase the level of satisfaction among children and families with placement, and increase permanency levels. As foster care reimbursement is the largest expenditure in the State's child protective services program budget, Texas further hypothesizes that the savings associated with shorter stays in foster care for adoptive-eligible children will offset the initial expense of this program.
WRMA staff are analyzing data from the project area and forecasting the results across the State via computer modeling. WRMA staff have reviewed data and reports on the Texas project and submitted an analysis plan, which outlines how costs will be assigned to the various steps in the Texas adoption process and presents our strategy for analyzing project outcomes. |
