Social Services Block Grant Data Analysis Project
  The Social Services Block Grant program (SSBG) provides funds based on State population for each State’s discretionary use to pay for a range of social services, including day care and services for the elderly. Since 1998, WRMA has provided technical support to Office of Community Services in the Administration for Children and Families, U.S. Department of Health and Human Services to analyze the impact of SSBG funding. The project has led to the creation of an effective SSBG database that is used for regular, continuing analyses of SSBG service and expenditure data.

Since 1999, WRMA staff members have analyzed annual SSBG postexpenditure data and produced what has become a yearly series of reports on SSBG expenditures and recipients that includes analyses of trends and clusters of specific services. Annual reports have been published for data years 1995 - 1997, 1998, 1999, and 2000.

In addition, WRMA is helping OCS improve the way data are collected. WRMA staff assisted in the development of an improved postexpenditure reporting form that was approved by the Office of Management and Budget in March 2002. WRMA also continues to assist OCS with efforts to provide technical assistance to States to improve the accuracy and usefulness of data.
