WRMA was part of the Los Angeles County's 2001 Redistricting Work Group that provided technical support to the County's Boundary Review Committee, which was to recommend a redistricting plan based upon Census 2000 data and other information. California law requires that counties redistrict after each decennial census so that the districts are as nearly equal in population as may be.
Additionally, the redistricting plan must comply with the requirements of the United States Constitution and with the mandate of the Federal Voting Rights Act to assure fair and effective representation for racial and language minority groups. Finally, the redistricting plan must be in accord with the requirements of the County Charter.
WRMA's specific assignments were to:
Create a manageable set of race/ethnicity categories appropriate for Los Angeles County—the 2000 Census redistricting data set is the first to include multiracial categories and will have 139 racial/ethnic fields;
Aggregate block-level population data to files with census tract-city geography;
Prepare documentation for the data files and for the race/ethnicity category decision; and
Present these issues and data to the Work Group and the Boundary Review Committee. |
