SB 2030 Child Welfare Services Workload Study |

In June 1999, the California Department of Social Services awarded WRMA and the American Humane Association (AHA) a contract to conduct a statewide workload study. The goals of this legislatively mandated study (Senate Bill 2030) were to:
Understand the routine activities of child welfare staff in fulfilling their duties;
Document the time needed to complete all mandated practice activities;
Estimate the time required to engage in child welfare practices that could be considered best practice or state-of-the-art; and
Review the budgetary methodology for statewide Child Welfare Services and for county-level allocations.
In addressing these goals, WRMA/AHA staff provided the technical expertise to develop and implement the study's workload data collection system. This system obtained time study data for a 2-week period from the more than 13,500 child welfare services staff who worked in the 58 counties throughout the State. In addition, WRMA/AHA staff trained the county time-reporting liaisons, conducted measurement objective focus groups, and worked with the focus groups to set workload standards.
