The Office of Community Services (OCS) within the Administration for Children and Families (ACF) has awarded a contract to WRMA to support the implementation and expansion of performance-based management practices in the Results Oriented Management and Accountability Initiative, or ROMA.
The ROMA system was designed for use by over 1100 grantees within the Community Services Block Grant Program. In an effort to strengthen partnerships with other Federal agencies, OCS engaged WRMA to assist the Department of Housing and Urban Development (HUD) to develop ROMA Logic Model Concepts, train grantees in the use of these concepts to measure performance, and perform data collection and outcome analyses. In addition, the WRMA project team will assess the Logic Models on an annual basis and develop a baseline for creating performance metrics for each HUD funded program. As each agency improves the quality of Logic Model submissions for grant applications, program management, and performance reporting, the programs funded by HUD will ultimately increase in effectiveness as well.
WRMA’s work on this project will assist HUD and OCS in improving service delivery through partnership, and in doing so will increase the capacity of individuals and families to become more self-sufficient and revitalize their communities
