The WRMA and UI researchers concluded that successful communities were shifting to a new paradigm that included:
- “Housing first” in private rooms in place of emergency shelter group sleeping arrangements;
- “Permanent supportive housing” in place of temporary transitional programs;
- “Low barriers” to service in place of insistence upon total abstinance from alcohol and other drugs; and
- Major involvement by mainstream state and local public agencies in place of primary reliance upon faith based and other charitable organizations.
The project team made site visits to Birmingham, Alabama; Boston; Columbus, Ohio; Los Angeles; Philadelphia; San Diego; and, Seattle.
