The U.S. Department of Housing and Urban Development has released Strategies for Reducing Chronic Street Homelessness, a report prepared by WRMA with the Urban Institute.

The WRMA and UI researchers concluded that successful communities were shifting to a new paradigm that included:


  1. “Housing first” in private rooms in place of emergency shelter group sleeping arrangements;
  2. “Permanent supportive housing” in place of temporary transitional programs;
  3. “Low barriers” to service in place of insistence upon total abstinance from alcohol and other drugs; and
  4. Major involvement by mainstream state and local public agencies in place of primary reliance upon faith based and other charitable organizations.

The project team made site visits to Birmingham, Alabama; Boston; Columbus, Ohio; Los Angeles; Philadelphia; San Diego; and, Seattle.
