WRMA with American Human Association, as a subcontractor, were selected to perform a statewide workload study for the New York Office of Children and Family Services. This 11-month study is the first in the nation to include caseworkers from both the public and private nonprofit sectors. The three primary goals are:
- To understand the routine activities conducted by child welfare workers in fulfill their duties;
- To understand the time needed to complete all mandated or generally recommended practice activities; and
- To estimate the time required to engage in these mandated practices, and if practical, to include consideration of the state-of-the-art practice.
Samples will be obtained from the city of New York and from ten counties throughout the State. Data collection will take place during a two-week period, with workers using an automated web-based data collection tool. The study will result in recommendations on manageable workloads for the child protective services, foster care, and preventive services caseworkers to allow sufficient time for each worker to meet all requirements and allow for comprehensive services for children and families.
